It was originally a drug meant to be used as a lethal poison that can't be traced in an autopsy. As the name suggests it involves the activation of Apoptosis. Haibara, the orignal creator of the drug, says that's most likely that the Apotoxin only activated apoptosis in our non-neural cells and at some point it stabilized. But that's all she'll tell me-something about that's all I need to know about it.
